Standards for Safety, Respect, and Recovery

At Troopers, we believe that recovery, housing stability, and personal growth begin with a safe, respectful, and structured environment. Every resident is part of a shared community, and your actions directly impact not only your well-being but also the healing journey of others.

This Code of Conduct reflects our core values of dignity, accountability, compassion, and community. It applies to all residents, staff, volunteers, and visitors within Troopers facilities and programs. By choosing to live at Troopers, you agree to abide by these standards without exception.

Conduct Expectations

To foster a safe and respectful environment, all residents are expected to:

  1. Treat everyone with dignity and respect. This includes staff, fellow residents, visitors, probation/parole officers, and neighbors. Harassment, bullying, or discrimination of any kind is prohibited under the New Mexico Human Rights Act and Troopers’ values.

  2. Be honest and transparent. Progress reports, incident reports, and compliance updates must be truthful. Dishonesty erodes trust, and trust is the foundation of recovery.

  3. Respect personal space and property. Entering another resident’s room, using their belongings, or violating privacy without permission is not allowed.

  4. Use appropriate language. Profanity directed at others, hate speech, slurs, and threats are strictly prohibited.

  5. Follow staff instructions and house rules. Staff act under NMAC 7.32.8 Behavioral Health Services standards and coordinate with APPO. Compliance is non-negotiable.

  6. Report unsafe behavior immediately. Residents are required to inform staff of violence, drug use, or other dangers. Retaliation against reporters is prohibited under NMSA §30-24-3 (Intimidation of Witnesses).

  7. Comply with curfews, meetings, and schedules. Structure is a recovery tool. Consistency in routine supports accountability and stability.

Household Chores & Responsibilities

A clean, safe, and orderly living space is part of recovery and life skills training. All residents are required to participate in daily and weekly chores.

  • Chores include cleaning kitchens, bathrooms, common areas, bedrooms, taking out trash, sweeping/mopping floors, and maintaining outdoor spaces.

  • Assignments are rotated weekly and posted on the House Chore Board.

  • Chores must be completed by the set time each day (before curfew or morning headcount).

  • Residents are responsible for keeping their rooms clean, making their beds daily, and managing laundry.

  • Cleaning supplies are provided; misuse or refusal to participate is considered non-compliance.

Enforcement: Missed chores may result in a verbal warning, written behavioral contract, loss of privileges, or—if repeated—discharge for program non-compliance.

Zero Tolerance Behaviors

Certain behaviors create unsafe or toxic environments and will not be tolerated. The following are grounds for immediate discharge and possible law enforcement notification:

  • Violence or threats of violence toward staff, residents, or oneself (NMSA §30-3 Assault & Battery).

  • Harassment, bullying, or discrimination, including verbal abuse, intimidation, retaliation, or derogatory comments (NM Human Rights Act; Fair Housing Act).

  • Theft, destruction, or misuse of property, including resident belongings or Troopers assets (NMSA §30-15 Criminal Damage; §30-16 Larceny).

  • Possession, use, or distribution of drugs, alcohol, or paraphernalia on or near Troopers property (NMAC 7.32.8 Substance-Free Requirement).

  • Sexual activity or misconduct on-site, including consensual acts, harassment, coercion, or privacy violations (NMSA §30-9 Sexual Offenses).

  • Carrying or possessing weapons of any kind, including firearms, knives, or dangerous objects (NMSA §30-7 Weapons Statutes).

  • Tampering with safety systems such as security cameras, smoke detectors, fire extinguishers, or medication storage (New Mexico Fire Code, NMAC 10.25.5).

Community Responsibilities

As members of a shared recovery community, residents are expected to:

  • Take responsibility for your actions, words, and progress. Growth begins with accountability.

  • Maintain a clean environment by completing chores and respecting hygiene standards.

  • Participate fully in groups, meetings, and activities—your recovery requires active engagement.

  • Support peers by offering encouragement and celebrating progress. Recovery is not a solo journey.

  • Respect confidentiality of what is shared in groups or private settings, consistent with HIPAA and 42 CFR Part 2.

  • Contribute positively by using kindness, patience, and compassion in daily interactions.

  • Use resources responsibly—waste or misuse affects everyone in the house.

Enforcement & Accountability

  • Minor violations (lateness, incomplete chores, mild disrespect): verbal or written warning.

  • Moderate violations (repeated non-compliance, defiance, boundary violations): behavioral contract, loss of privileges, or earlier curfew.

  • Serious violations (any zero-tolerance behavior): immediate discharge, APPO notification, law enforcement referral if applicable.

All violations are documented in resident files and may be shared with probation/parole, courts, or referring agencies as required.

Acknowledgement Of Responsibility

By choosing to live at Troopers, you agree to follow this Code of Conduct as a condition of residency. By signing this policy, visiting the Troopers website, entering any Troopers property, residing in a Troopers home, or participating in any Troopers program, group, or activity, you automatically acknowledge, accept, and agree to abide by this Code of Conduct in full.

Violations may result in warnings, behavioral agreements, loss of privileges, discharge, or permanent ban, depending on severity.

Your success is our shared goal. Upholding this Code ensures that Troopers remains a safe, empowering, and recovery-centered space where everyone has the opportunity to rebuild, recover, and rise.
