House Agreement

Introduction and Purpose

Welcome to Troopers Transitional Living, a structured housing and recovery program designed to help individuals rebuild stable, productive, and independent lives.
This agreement defines the terms of participation between Troopers and each resident. It explains what Troopers provides, what is expected from residents, and the standards under which the program operates.
The purpose of this agreement is to maintain a safe, sober, and supportive environment that fosters long-term stability, accountability, and recovery for every participant.

Troopers operates as a transitional living program, not a rental property. Nothing in this agreement creates a landlord-tenant relationship under the New Mexico Uniform Owner-Resident Relations Act (UORRA).
Residency is conditional upon compliance with program requirements, engagement in recovery, and respect for the safety and dignity of others.

Program Description

Troopers provides temporary housing and structured support services for individuals transitioning from incarceration, treatment, homelessness, or other unstable circumstances.
The program’s mission is to bridge the gap between institutional care and full community reintegration. Troopers offers a structured daily routine that promotes recovery and independent living through:

  • Stable, substance-free housing;

  • Peer and staff support focused on accountability and life-skills development;

  • Coordination with behavioral-health, psychiatric, and primary-care providers;

  • Case management and linkage to employment, education, and community resources.

These services are delivered in accordance with NMAC 7.32.8 (Behavioral Health Services) and 7.20.12 (Transitional Living Facilities) to ensure program safety, consistency, and quality.

Program Participation and Schedule

Residents agree to participate fully in Troopers’ structured schedule. Daily programming is designed to balance recovery, personal growth, and life responsibilities.

Morning activities focus on wellness and structure. Residents receive medications as prescribed and attend Life Skills Programming from 8:00 AM to 11:00 AM, which may include classes on budgeting, communication, relapse prevention, and daily living routines.

Afternoons are dedicated to personal time, employment, appointments, and clinical care. Residents may attend therapy, psychiatry, or primary-care visits arranged through Troopers or external providers.

Evening programming runs from 6:00 PM to 9:00 PM, focusing on recovery-specific activities such as group sessions, Substance Use Disorder (SUD) or Intensive Outpatient Program (IOP) groups, and community support meetings.
Following evening programming, medications are administered, and curfew is enforced at 10:00 PM, after which all doors are secured for safety.

Failure to engage consistently in scheduled programming may result in case review, a behavioral contract, or, if uncorrected, discharge from the program.

Substance Use and Recovery Policy

Troopers is a drug- and alcohol-free environment that follows a compassionate, recovery-oriented approach.
All residents agree to abstain from the possession, use, or distribution of alcohol, controlled substances, marijuana (including medical marijuana), or synthetic drugs such as “spice.”

Random and scheduled drug and alcohol testing are part of the program’s accountability structure.
Refusal to test, tampering, or dishonesty related to use is treated as a violation of program integrity.

However, Troopers recognizes that relapse can occur as part of the recovery process. When possible, a relapse will be addressed clinically rather than punitively.
If a resident relapses, staff will assess safety, consult with the case manager and, when appropriate, probation or parole officers, and determine next steps. These may include:

  • Development of an individualized relapse-response plan;

  • Temporary referral to detox or a higher level of care;

  • Increased supervision or modification of privileges;

  • A written behavioral contract focused on recovery goals.

Repeated or unsafe behavior that endangers others, disrupts the program, or violates probation or parole conditions will lead to discharge.

Resident Conduct and Behavior Standards

Every resident is expected to act with integrity, respect, and responsibility.
Aggression, threats, theft, harassment, bullying, or damage to property are strictly prohibited.
Residents must use respectful language and maintain appropriate boundaries with others.

Violence or threats will result in immediate removal from the program and, if necessary, notification of law enforcement and probation or parole officers.
Residents are also prohibited from having weapons, contraband, or unauthorized guests on the premises.

Troopers promotes a community culture based on mutual accountability and support. Every resident contributes to the safety and tone of the home.

Cleanliness and Hygiene

Clean, orderly living conditions are essential to health and community life.
Residents must maintain both personal hygiene and cleanliness of shared areas.
Daily chores, kitchen duties, and bathroom sanitation must be completed by designated times, and weekly deep-cleaning assignments rotate among residents.
Failure to complete assigned cleaning tasks may result in loss of privileges or program review.

Medication and Health Management

Medication management is an integral part of program safety. All medications must be reported at intake, approved by staff, and taken exactly as prescribed.
Residents are responsible for taking their own medications at scheduled times under staff supervision.
Sharing, selling, or misusing medication is strictly prohibited and may result in discharge if safety is compromised.

Medication times occur in the morning, mid-afternoon, and evening. Residents must cooperate fully with staff during these times.

Confidentiality and Privacy

Troopers respects and protects the confidentiality of every participant.
All records and information related to residents are kept in accordance with HIPAA, 42 CFR Part 2, and NMAC 7.32.8.
Personal information will only be shared with authorized professionals or agencies directly involved in a resident’s care, supervision, or legal obligations.

Residents are expected to respect the privacy of peers. Conversations, disclosures, or incidents discussed within the house are considered confidential and must not be repeated outside the program.

Financial Terms and Program Fees

Participation in Troopers requires maintaining active health-insurance coverage, preferably Medicaid, to support access to medical and behavioral-health services.
Residents who do not have active coverage will contribute a program fee of $500 per month, payable weekly in advance.

These payments support program operations and are not considered rent. They do not establish any tenant or lease rights.
All payments are non-refundable. Consistent non-payment may result in termination of residency.

Safety, Searches, and Compliance Monitoring

For the safety of all residents, Troopers reserves the right to conduct unannounced inspections of rooms and common areas.
Searches may include evaluation of personal belongings, storage areas, or other spaces to ensure compliance with program rules and the removal of contraband.

Residents may be subject to random drug or alcohol testing at any time.
Refusal to comply with searches or testing will be considered non-compliance and may result in discharge.

Troopers also collaborates closely with probation and parole officers, law enforcement, and behavioral-health providers as required for supervision and public safety.

Grievance Procedure

Residents have the right to raise concerns or grievances about program operations, staff conduct, or living conditions.
All grievances must be submitted in writing to the program leadership.
Troopers will review the grievance promptly and provide a written response, typically within ten (10) business days.
Residents may request a follow-up meeting if the issue is not resolved to their satisfaction.
No retaliation will occur for filing a grievance in good faith.

Discharge and Termination of Residency

Residency at Troopers is voluntary and may be ended by either the resident or Troopers at any time.
Troopers may terminate residency when a participant:

  • Repeatedly violates program rules or behavioral standards;

  • Endangers themselves or others;

  • Commits theft, property damage, or threats of violence;

  • Refuses participation in required treatment or recovery activities;

  • Uses substances and declines intervention or support; or

  • Fails to maintain required program contributions or insurance.

Before discharge, Troopers will make every reasonable effort to coordinate with the resident’s case manager, probation/parole officer, or treatment provider to ensure safe transition or referral.

Residents who choose to leave voluntarily must inform staff, complete exit procedures, and collect belongings within the timeframe established by staff.

Liability and Indemnification

Troopers is not responsible for loss, theft, or damage of personal property.
Residents are encouraged not to bring valuables and to obtain renters or personal-property insurance if desired.
Participation in Troopers is at the resident’s own risk.
By entering and residing in a Troopers facility, each resident releases Troopers, its staff, and leadership from any liability for injury, illness, or property loss occurring on or off the premises during program participation.

Acknowledgment of Understanding

By reviewing this agreement, the resident acknowledges that they have read and understand the policies, expectations, and conditions of participation in the Troopers Transitional Living Program.
The resident understands that this is a program placement and not a tenancy, and that continued residence depends upon compliance with the program’s recovery, safety, and behavioral standards.

The resident also acknowledges receipt of the Troopers House Rules, which are incorporated into this agreement by reference and considered part of the same binding terms.

The program operates in full compliance with New Mexico law and ethical standards for transitional and sober housing.
By participating, each resident joins a community that believes recovery is possible, accountability is essential, and second chances are earned every day.
