Troopers is not merely a housing option—it is a transformative program rooted in accountability, personal responsibility, and holistic recovery. Through structure, community, and consistent support, we aim to guide each resident toward self-sufficiency, long-term stability, and active reintegration into society as productive and empowered individuals.
Eligibility for Admission
Eligibility to join the Troopers Transitional Living Program is determined through a thorough assessment process conducted by our leadership team and evaluated by a qualified medical provider.
Individuals referred by probation or parole, as well as self-referrals, will be evaluated for their readiness to participate in a structured recovery environment.
Every potential resident must complete an intake interview, submit necessary documentation, and demonstrate a willingness to commit to the one-year program and all outlined responsibilities.
Admittance requires full agreement with the program’s rules and policies, and any deviation from this agreement may lead to denial or removal from the program.

Introduction
Residents entering the Troopers Program agree to abide by these rules in full.
These expectations are not optional; they are vital components in maintaining a clean, respectful, and growth-centered environment.
Troopers reserves the right to modify these rules when necessary to respond to community needs or evolving standards.
Residents will be notified through official postings or meetings, and it is the responsibility of each individual to remain informed.
Substance-Free Environment
We enforce a zero-tolerance policy on the use, possession, or influence of alcohol, illegal drugs, marijuana (regardless of prescription), synthetic substances, or misused medications.
Troopers is a recovery-first environment, and any breach of this policy directly endangers the well-being of the community.
Drug testing may occur randomly or as scheduled by staff, APPO, or other oversight bodies.
A refusal, tampering, or failure to submit to testing is treated as a confirmed violation and results in immediate discharge.
This applies to all activities within the property and includes guests.
Drug Testing Protocol
Residents authorized by APPO or designated Troopers staff are required to undergo drug screening before leaving the facility and again upon return.
This measure ensures community safety and accountability.
Refusal to comply with this screening is viewed as a violation of program integrity and results in dismissal.
Drug testing may include urine drug screens (UDS), saliva testing, and DNA mouth swabs as necessary.
Curfew and Accountability
All residents must adhere to a strict 9:00 PM curfew unless explicitly approved by Troopers leadership.
APPO-supervised residents must follow any curfew outlined by their supervising officer.
All returns to the house require immediate check-in, and missed check-ins, dishonesty, or evasion will be documented and addressed.
Curfews are non-negotiable, and habitual violations may result in disciplinary action or removal from the program.
Room Searches and Monitoring
Troopers, staff, and authorized APPO agents reserve the right to conduct unannounced room and property searches at any time.
These inspections are essential for ensuring the safety and order of the home.
Searches may include evaluation of belongings, living areas, containers, and cleanliness.
All residents are required to submit to these checks without resistance.
A complete search of the individual and their belongings will be conducted upon first arrival.
Cleanliness and Chores
Cleanliness reflects self-respect and respect for others.
Each resident is assigned rotating tasks that cover personal, shared, and communal spaces.
This includes daily sanitation of kitchens, bathrooms, common areas, and weekly deep cleaning.
Neglect of duties is unacceptable and may lead to loss of privileges or discharge.
Supplies are provided, and participation is mandatory.
Personal and Oral Hygiene
All residents are expected to practice daily personal hygiene, including daily showers, appropriate grooming, and oral hygiene.
These standards are not optional and are considered essential for health, dignity, and mutual respect.
Violence, Threats, and Aggression
Troopers enforces a firm zero-tolerance policy for any violent behavior, including physical altercations, verbal threats, property destruction, intimidation, or hostile conduct.
Aggressive behavior toward staff, residents, or agency partners will result in immediate removal, and law enforcement may be involved.
Safety and peace are foundational principles of this program.
Theft, Damage, and Boundaries
Trust is non-negotiable in a shared living space.
Residents are strictly prohibited from taking, borrowing, or tampering with others’ belongings.
Unauthorized entry into another resident’s room is a breach of privacy.
Damaging any property—personal or program-owned—will result in consequences, including possible discharge.
Residents are advised not to bring valuable items.
Troopers is not liable for loss or theft.
Required Program Participation
All residents must fully participate in the required components of the program.
This includes clinical treatment, substance use disorder groups, APPO presentations, court obligations, house meetings, workshops, and life-skills development.
Absenteeism without approval is treated as program avoidance and will result in corrective action or discharge.
Respect for Others
Every resident has the right to dignity and inclusion.
Language, conduct, or attitudes that demean others will not be tolerated.
Discriminatory, bullying, or exclusionary behavior is strictly prohibited.
Troopers is an inclusive and trauma-informed community, and all participants are expected to embody respect and compassion.
Visitor Policy
Guests are permitted only with prior approval and during specified hours.
All visits must occur in common areas.
Overnight guests are strictly prohibited.
Residents must remain present and are responsible for their guests’ behavior.
Any infraction by a visitor may lead to permanent banning and consequences for the host.
Medication Management
Medications are to be disclosed at intake and must be current and prescribed.
Residents are responsible for self-administering medications on time, storing them securely, and signing the medication log.
Sharing, selling, or misuse of medication is cause for immediate discharge.
Staff may verify medications for compliance and safety.
Use of Electronics and Privacy
Electronics are allowed within reasonable and respectful boundaries.
Residents may not record video, take photos, or share house details on social media.
Devices must be used respectfully without disruption, and explicit, pornographic, or triggering content is prohibited.
The privacy of others must be upheld at all times.
Whiteboard and Daily Activities
A structured whiteboard system outlines daily expectations, including wellness check-ins, group topics, recreational time, and community outings.
These activities are designed to promote recovery, skill-building, and social connection.
Participation is expected.
Exemptions require provider documentation.
Clinical Services Option
Troopers works closely with APPO and external agencies to individualize recovery programming.
All residents are required to engage in group recovery work and integrated services.
Flexibility exists only with agency coordination and documented approval.
Troopers provides documentation of compliance, adjustments, and ongoing coordination.
Animals
Troopers does not permit emotional support animals, service animals, or personal pets.
We reserve the right to utilize our own trained service animals for program purposes.
Smoking Policy
Smoking is not allowed inside any part of the facility.
Designated outdoor areas, such as the backyard, are the only permitted locations for smoking.
Residents must respect this policy to maintain air quality and safety.
Food Responsibility
Residents are expected to manage their own food needs and are encouraged to use SNAP (food stamps) if available.
Sharing is welcome but not required.
Each resident is responsible for labeling and properly storing their food and cleaning up after all meal preparation.
Medicaid and Insurance
Residents must maintain active Medicaid or other health coverage at all times.
Any changes, lapses, or updates to coverage must be reported to Troopers leadership immediately to ensure uninterrupted care and service referrals.
Individual Case Management
Every resident will be assigned a case manager who will track progress, help navigate challenges, and support long-term goals.
Case managers ensure that housing, clinical, legal, and recovery needs are met through consistent support and program alignment.
Confidentiality and Privacy
All personal information shared during the program is held in the strictest confidence by federal and state laws.
Emergency contacts are required upon admission and will be used only for urgent situations or upon program exit.
Discharge and Transition Plan
Successful program completion or voluntary departure will initiate a formal discharge process.
Each resident will work closely with their case manager to prepare for independent living, employment, stable housing, and ongoing care.
If a resident violates program rules or disengages from the recovery path, discharge may be immediate, and law enforcement or probation may be notified.
Non-Tolerance Policy Violations
Violation of non-tolerance rules—such as violence, substance use, or harassment—will trigger an immediate internal review and communication with APPO and clinical partners for final determination.
These rules are non-negotiable and critical to maintaining program integrity.
Firearms and Weapons
No firearms, knives, or weapons of any kind are allowed on the premises.
Discovery of any such item will result in immediate removal and possible legal action.
Neighborhood Respect Policy
Excessive noise or disturbances to the surrounding neighborhood are strictly prohibited.
Residents must be mindful of their environment, volume levels, and conduct outside the house.
Grievance Policy / Protocol
Residents have the right to submit grievances regarding program conditions, staff conduct, or other matters.
Grievances must be submitted in writing and will be addressed in a timely, confidential, and respectful manner.
Resolution meetings may be scheduled with leadership as needed.
Liability Agreement
Tenant acknowledges that Troopers (operating as a nonprofit/business) does not provide insurance coverage for the tenant’s personal property.
Troopers is not liable for damage or loss to person or property due to theft, fire, rain, water, smoke, explosions, acts of God, or other causes.
Tenant releases Troopers and its owners from all claims arising from a lack of security or its failure.
Residents are encouraged to obtain renters’ insurance to protect personal belongings.
This agreement constitutes the full understanding between the resident and Troopers.
Any changes must be in writing and signed by Troopers leadership.
Clients also waive any claim of tenant rights or permanent residency due to Troopers’ designation as a business entity.
By acknowledging this document, the resident acknowledges these conditions and understands that any rule change or early termination of residency may result in forfeiture of rent unless otherwise decided by Troopers leadership.
