Non-Negotiable Standards for Safety, Sobriety, and Stability
Troopers is a structured, recovery-focused living program designed for individuals who are committed to stability, growth, and sober living. We are not a shelter, hotel, or casual living arrangement—we are a transitional program that requires accountability, discipline, and honesty. To protect our mission and to ensure the safety and success of every participant, Troopers enforces a strict No-Tolerance Policy. These rules are final, non-negotiable, and uniformly applied. If you choose to violate them, you are choosing to forfeit your place in this program.
1. Absolutely No Drugs or Alcohol
Troopers is a sober living community, and sobriety is the foundation of our program. Residents are prohibited from using, possessing, transporting, selling, or distributing alcohol, marijuana (even if legally prescribed in New Mexico), synthetic drugs, street substances, or non-prescribed controlled medications. Any substance that alters mood or judgment and undermines recovery is not permitted on or off Troopers property. Drug and alcohol testing may be conducted at any time by staff, probation/parole officers, or partner providers. A refusal to test, tampering with a test, or providing false samples is treated the same as a positive result.
The use of substances not only places the resident at risk of relapse but also endangers the sobriety of others and undermines the credibility of the program with probation, parole, and healthcare partners. Therefore, violations are considered final.

2. Zero Tolerance for Violence, Aggression, or Threats
Violence has no place in a recovery community. Any act of aggression—whether physical, verbal, or implied—is prohibited. This includes fights, intimidation, yelling, threatening body language, aggressive posturing, or any behavior that creates fear. Residents have the right to feel safe in their living environment, and Troopers is responsible for ensuring that safety. Staff are trained to de-escalate situations, but Troopers will not “mediate” violence or give second chances where threats exist.
Even if a resident claims that aggression was “just a joke” or “not serious,” the impact on community safety is the same. A single incident is enough to result in discharge.

3. No Harassment, Discrimination, or Abusive Language
Troopers is an inclusive, trauma-informed community. Every resident is entitled to dignity and respect regardless of race, religion, gender, sexual orientation, nationality, disability, or background. Harassment, bullying, degrading language, unwanted sexual comments, or passive-aggressive intimidation are not tolerated. Respect is a daily practice that ensures every individual feels safe and supported in their recovery.
This policy aligns with the New Mexico Human Rights Act (NMSA 28-1-7), which prohibits discrimination in housing and programs. A violation does not just harm individuals—it also threatens Troopers’ compliance as a nonprofit and could result in external legal action.

4. No Weapons or Dangerous Items
Weapons of any kind—including firearms, knives (outside of kitchen use), blunt instruments, or replicas—are not permitted at Troopers. Even displaying such items as a “joke” or for intimidation creates an unsafe environment. Residents may not store, transport, or carry weapons on the property. Staff and probation/parole officers reserve the right to search belongings at intake and throughout residency to ensure compliance.
This rule is not negotiable. Residents who possess weapons put themselves, their peers, and staff at risk and may face criminal consequences in addition to discharge.

5. No Theft, Destruction, or Misuse of Property
Respect for property—personal, communal, and program-owned—is mandatory. Stealing, attempting to steal, vandalizing property, tampering with locks or cameras, or misusing appliances and electronics are serious violations. Even “small” acts of theft or damage break trust, which is essential for sober living.
Residents who damage property will be held financially responsible for repairs or replacement. Troopers may pursue restitution through civil means, and law enforcement may be notified depending on the severity.

6. No Sexual Misconduct or On-Site Relationships
Troopers is not a dating program. Sexual activity of any kind on-site is prohibited, whether consensual or not. Relationships between residents are discouraged and must never interfere with recovery, disrupt the household, or create an unsafe environment. Sexual harassment, coercion, or unwanted advances of any kind are grounds for removal and may also result in referral to law enforcement.
Troopers enforces this policy not to control personal relationships, but to ensure the focus remains on recovery and stability.

7. No Tampering with Safety Equipment
Smoke detectors, fire extinguishers, security systems, and emergency exits exist to protect lives. Tampering with, disabling, or ignoring safety equipment is a direct threat to everyone in the house. Residents are not permitted to cover, block, or disable alarms for convenience or privacy.
If safety equipment is found tampered with, the responsible resident will be discharged immediately and may be reported to authorities. Troopers also reserves the right to recover damages associated with repair or replacement.

8. No Retaliation or Intimidation
Residents who report unsafe behavior or violations are doing the right thing and must be protected. Retaliation—whether through threats, gossip, isolation, or intimidation—shows that a resident is a danger to others. Troopers enforces strict protections for whistleblowers to maintain a culture of safety and accountability.
Residents who engage in retaliation will be permanently barred from all Troopers programs, and law enforcement or probation/parole may be notified depending on the severity.

Final Notice: Responsibility and Choice
Troopers is a privilege, not a right. Residency does not create landlord-tenant rights under the New Mexico Uniform Owner-Resident Relations Act (NMSA 47-8). It is a program-based agreement where continued participation depends on compliance with recovery-centered rules. Residents are not expected to be perfect, but they are expected to be honest, sober, respectful, and accountable. By violating the No-Tolerance Policy, residents make the choice to remove themselves from Troopers housing and services.
By visiting the Troopers website, entering Troopers property, residing in any Troopers home, or participating in any Troopers activity, group, meeting, or program, you automatically acknowledge, accept, and agree to abide by this No-Tolerance Policy in full. Accessing, visiting, or participating in Troopers in any way is legally considered consent to these terms, even without a physical signature.
